This page serves as a home to the proclamations, laws, and policies that helped establish Honouliuli as a National Park and continues to serve as the foundation for how the Park is managed today. Honouliuli Becomes a National Monument

Read the Presidential Proclamation that established Honouliuli as a unit of the National Park Service. Per the Proclamation,
"The Honouliuli Internment Camp (Honouliuli) serves as a powerful reminder of the need to protect civil liberties in times of conflict, and the effects of martial law on civil society. Honouliuli is nationally significant... [with a] legacy of racial prejudice, wartime hysteria, and failure of political leadership during this period... Hawaiian internment camps are sobering examples of wartime prejudice and injustice... Honouliuli serves to remind every American about the critical importance of safeguarding civil liberties and maintaining our values during times of crisis. It is important to recognize Honouliuli as a part of our shared national heritage and national consciousness. It is a place to reflect on wartime experiences and recommit ourselves to the pursuit of freedom and justice."

Honouliuli Established as a National Historic Site

Read the John D. Dingell, Jr. Conservation, Management, and Recreation Act of 2019 (Page 133, Stat. 741-742) that designated Honouliuli as a National Historic Site.
Per the legislation,
"The purposes of the Historic Site are to preserve and interpret for the benefit of the present and future generations the history associated with the internment and detention of civilians of Japanese and other ancestries during WWII in Hawai‘i... [NPS may] acquire easements from... the owners of property adjacent to the Historic Site... [Any references] to Honouliuli National Monument shall be considered a reference to Honouliuli National Historic Site."

Foundation Document

In 2019, the Foundation Document (full version; short version) for Honouliuli National Historic Site was completed. This document laid the groundwork for understanding Honouliuli's environmental conditions, cultural sites, and planning and interpretive needs moving forward. It continues to be used as the basis for management at the park.


Resource Study and Environmental Assessment

The resource study and environmental assessment of Honouliuli was transmitted to Congress in 2015. The Honouliuli Gulch and Associated Sites Special Resource Study and Environmental Assessment evaluates the Honouliuli Internment Camp and associated World War II internment sites in Hawai‘i for national significance, suitability, and feasibility for involvement in the National Park System.
