Freedom of speech, press, religion, and assembly are constitutional rights. However, the courts have recognized that activities associated with the exercise of these rights may be reasonably regulated to protect park resources. Therefore, the NPS may regulate the time, place, and manner in which all First Amendment activities are conducted. A permit is required for activities involving groups of more than 25 participants. Permit Application ProcessFirst Amendment activities in groups of more than 25, such as demonstrations and distribution of printed materials, require a permit. The permit application is separate from the general Special Park Use application and specific to First Amendment activities. Fee Manager There is no application fee for First Amendment activities.
