What is a Special Use Permit?

A Special Use Permit (SUP) is a requirement for certain special events at Roger Williams National Memorial, such as weddings, organized gatherings, and public events. The National Park Service (NPS) issues this permit for activities that benefit a specific individual, group, or organization rather than the general public and require oversight to protect park resources and visitor experiences. This permit ensures that events comply with park regulations, respect the historic character of the site, and do not disrupt public access.

 

Who Can Apply?

Special Use Permits may be issued to:

  • Individuals or private groups
  • Non-profit organizations
  • Businesses or commercial entities
  • Government agencies
 

What Activities Require a Special Use Permit?

Examples of activities that require a permit include:

  • Weddings and ceremonies
  • Public events or gatherings
  • Other organized activities requiring park oversight
  • Access to unopened public areas
 

Designated Areas

Special use activities are managed through the permit process to protect park resources and visitor experience. Applicants must specify the requested location when applying. Permits are issued on a first-come, first-served basis when multiple requests are received for the same date.

  • Capacity varies depending on the event type and location.
  • The park is an open, public space; all permitted activities must allow for visitor access.
 

Permit Application Process

Applications are available through the park’s Permitting Office or website.

  • Submit a completed application at least 10 days in advance.
  • Applications are processed in the order received; early submission is encouraged.
  • The park accepts applications via email or USPS mail.
  • A $75 application fee is required for non-First Amendment activities.This payment can be made via check or online payment.

Permit Review & Approval

Permits may be denied if the proposed activity:

  • Causes damage to park resources.
  • Conflicts with park purposes or visitor access.
  • Poses safety concerns.
  • Requires exclusive use of public spaces.

Approved permits must be signed by the Superintendent and carried during the event.

 

Important Information

  • Insurance & Security: Liability insurance and a refundable deposit may be required.
  • Site Use: Permits do not grant exclusive use; visitor access must be maintained.
  • Closures & Restrictions: Permitted activities may be affected by temporary closures due to weather or operational needs.
  • Event Guidelines: Events must respect park resources and minimize disruption to visitors.
  • Parking: Limited street parking is available near the park; no designated event parking.
  • Prohibited Items: Items may be deemed prohibited as part of the permit process, these items include, but are not limited to: amplified music, drones, balloons, confetti, and flower petals are not allowed.
  • Carry-In, Carry-Out Trash Policy: All event organizers and participants are responsible for removing their own trash. No trash receptacles are available for event waste. Leave No Trace principles must be followed to preserve the park’s natural and historic setting.
 

Unmanned Aircraft (Drones)

Launching, landing, or operating an unmanned aircraft from or on lands and waters administered by the National Park Service within the boundaries of Roger Williams National Memorial is prohibited except as approved in writing by the Superintendent.

Alcoholic Beverages

The sale, possession, and/or consumption of alcoholic beverages within Roger Williams National Memorial is prohibited except under the terms of a Special Use Permit. Any permitted alcohol service must comply with state and city regulations, and the permit holder is responsible for obtaining necessary licenses. Proof of licensure must be submitted to the Permitting Office before the event. Beverages must be served in recyclable containers or paper cups.
