Filming, Still Photography, and Audio Recording -- Ulysses S. Grant NHS conforms to provisions of the EXPLORE Act (Public Law 118-234) signed into law on January 4, 2025, and has been codified at 54 U.S.C. 100905. Section 125 of the Act changed how the National Park Service manages filming, photography, and audio recording in park areas. Demonstrations and Distribution of Materials -- Groups of 25 or fewer are allowed to use hand-carried signs in designated areas without a permit. Special Use Permits are required if the group is more than 25 people, gather outside a designated area, intend to use sound amplification, solicit donations, or plan to use stages, platforms, or structures. If individuals or groups want to use tables and chairs, use sound amplification, solicit donations, or use other types of structures then they will need a permit even if they are in a designated area, no matter the size of their group. Use the linked form to apply for a special use permit. If your First Amendment activity does not meet these limitations and a permit is required, please submit the 10-934 Application for Special Use Permit Demonstrations and Distribution of Materials form.
