Waco Mammoth National Monument has a foundation document. All national park units developed these documents as part of the centennial of the National Park Service in 2016. This document is a formal statement of the monument's core mission that will provide basic guidance for all planning and management decisions.

The Foundation Document reflects:

  • the legislated established purpose of the monument
  • any special mandates or designations that the monument has received
  • a description of the monument's resources and values that are significant enough to warrant national monument designation
  • the monument's fundamental resources and values that are essential to achieving the purpose of the monument and that are primary considerations during planning and management
  • other important resource values
  • the monument's primary interpretive themes that are conveyed to visitors


The document also includes a list of key monumentwide or major issues and associated planning and data needs.Two versions of the Foundation Document are available.
